If there was an API ability to discover what packs a user / workspace / document is using, then one could implement a third party service for pack usage billing, such as https://stackaid.us but for coda
Example: a coda user pays a monthly amount in return for a license key, the amount is distributed via stripe connect to the pack authors of the user, the license key is provided to the packs and enables their usage.
