Is there any way to get all the folders present?

The get docs API supports fetching the docs based on the folder ID provided, but someone has to know what folders are there. Is there a way to find all the folders without fetching all the docs and grouping them by folder ID from the response?

Also, the get docs API does not show the folder name if I do not own that doc.
