Any idea how I would compare to time values (i.e. 8am vs 2pm) and determine if something is passed due? The time math I have come up with so far is not working properly.

It hard to help without seeing an example document or more context on specific use case, but hopefully this helps some.
Time values (and dates) are stored in Coda as number values. Heres a breakdown of how time numbers specifically work
Hopefully that gives you enough data to help with your calculations! Essentially, if something is past due on the same date, the number would turn up negative
