One of my common complaints with OneNote after I moved from Evernote to OneNote was OneNote’s lack of tags.
Does Coda have or is it planning any tagging options? Such as being able to add tags to a document, then search through all the documents for any that include the tags.

I suggest you move your post to the suggestions sections and when upvoted by enough users, I am sure the developers will put their efforts on this subject!
As a workaround, I’ve implemented similar idea to all my docs using Coda Doc List Pack.
Create a new Doc.
Connect the pack.
Create a table from the pack that will list all docs in the workspace.
Add the desired column from the pack. For example, the folder name and/or URL for each doc.
Add a multi-select column that will contains your tags.
Then you can (filter/group by) the table to whatever view you desire. Also, you can create multiple views of the table (For example, a view for each folder).
This newly created Doc will act as homepage/dashboard for Coda. You can access any Doc in the workspace by clicking the Doc URL in the table.
Pls. keep in mind that the pack needs to refresh on schedule in order for the table to be up-to-date with All Docs.
I know the solution is not ideal but it provides the same functionality.
People complain about the “Folder Structure” in the Coda Workspace, but they do not understand how to use Coda. This has much more functionality than a hierarchical folder structure.
One day I am going to be so frustrated that I will make an example video of how to use a doc for the folder structure.
