I want to have a toggle at the top of my voting doc that changed the Display properties of a vote column so that I can have people do “blind voting” and then flip it to show who voted for what when we go into discussion.

I don’t think it’s possible to literally flip the column, but I’ve suggested two options in the embedded doc below. Copy the doc to look under the hood and see how it’s built.
The trick is that for any given row, the reaction column always stores the data as a list of people, even when it’s displayed as a count. When a user pushes the button the first time, their name is added to the list. When they push the button a second time, their name is removed from the list. Either way you can display the results via a ‘people’ column.
