Is there a way to turn off-notifications for all users by default?

I would like to turn-off all notifications that are not mentions for any user unless the decide to suscribe to a specific comments section? Is that’s possible?

AFAIK, I don’t think it’s currently possible, but I agree that this would be useful and I second your suggestion.
