Removing Doc Makers

Does someone need to be offboarded BEFORE you can transfer ownership of a doc?

Thanks for reaching out! No, docs can be transferred whether a Doc Maker is active or inactive/offboarded. Just to clarify, are you intending to transfer your own docs, or docs owned by another maker? If it is the latter, we generally recommend that the current doc owner handle the transfer of ownership themselves via the steps in this Help Center article:
