Is there a formula or setting that allows you to protect the content created in a row? As well as only permit the author who filled out the row to make changes?

there is no real row-protection-formula, unfortunately.
But you can (almost) achieve your scenario with the locking mechanic of the Team Plan.
It will apply to the whole page though, not only specific rows or tables.
