We need one UTC-03:00 timezone

Hi, we need a option in the time zones for UTC-03:00.

I from Brasil and is pretty frustrating have almost 40 timezones for America, we got 16 timezones UTC-05:00 an not one UTC-03:00 that i can use.

In fact, I believe that WAS one UTC-03:00 option when timezones are lunched, but for some reason there gone.

I’m also from Brazil and I’m also frustrated that there’s no timezone that we can use. I really want to know why we do not have this timezone
