Can we have automatic scroll down with list of items in the document. So that it will be displayed like a announcement or news feed

Not sure if I understood you well.
You might have something like this in mind:
At the right you have an index of the headers of that page, so you can easy navigate to the section you wish to go.
This element is called the “page outline” and can be switched on here:
You might just want to copy this template and play around with it to get a feeling of how it works, and if this is what you have in mind.

No I need a scroll option which will display the data in a loop like news feeds top to bottom(rotation).Something like below link under Scrolling News and Worldpress.org Feed on the right hind side.
