Formula help: showing a top result from a specific table's row + column

Apologies for my confusing title. Basically I want a top result from a specific table column, but I’m struggling to show a text value as opposed to the numerical value. I’m trying to write a formula that says “From the [Programs] table, show me the [program name] with the most projects”

As Sales and TA Web are text, what do you mean with numerical values? (It always help if you share the doc, or a copy of the doc with confidential info removed.)
