How do I get this type of conditional formatting?

How do I get conditional formatting like this? The little capsule style? All I can do is color the entire cell.

This happens when you use a Lookup table to bring in a row from another table.

Using Lookups

You can either manually select rows from other tables or you can bring them in with formulas.
