Persistent columns in card view

Thanks @Jean_Pierre_Traets , I went to the page it linked to from there (Display empty "states" in Card View 🤔) and it seems that I should be able to do this in the grouping options. I am grouping my cards by the column heading (‘Shops’) but can’t see the “Arrange and manage groups” and “Show all groups” which is what I want.
