Button to pop up specific cell/element content

Is it possible to set a button to trigger a pop up with the specific text content of a specific cell?

I found possibility on triggering a pop up view of the row after clicking on a button, but this solutions is not exactly what I look for as I aim to avoid clicks and management information mess to get any zero-knowlege editor to add content.
