Hidden pages can be reached through Developer Tools

Hi!

“Show hidden pages” action requires Doc Maker access.

But all the doc users can reach links to those pages through Developer Tools - and links are freely accessible for those who have access to the doc, even if behind those links pages are hidden.

And yes, we need granular access permissions to pages within a doc
