OpenWindow() with format isn't working anymore?

Before I could use this formula in a button opening a specific view I wanted to see, now I get an error

OpenWindow(Format(“#_tu3my/r{1}&modal=true”, thisRow.[Row ID]))

You could instead use the OpenRow() action which allows you to easily open any row in either modal or full screen mode!
