Shared Google Docs Full-page Embed Not Working For Some Users

I have a shared Google doc that is a full-page embed. It is shared with several users through Google docs and Coda with the same access levels. One of the users can see the doc just fine and the other gets the following 400 error message:

Any thoughts on what the issue could be?
