Is it possible to turn off anonymous editing and only allow people who have signed in to coda to edit?

If we are talking a shared doc:
This means that only signed in people can do whatever share acces you gave them.
If we are talking a published doc:
to the best of my knowledge people can only edit after they sign in (if (published in edit mode).
